Convert a 403(b) to Gold: Rules & Steps (2026)

To convert a 403(b) to gold, confirm both rollover eligibility and the terms of the underlying annuity or custodial account. A plan may permit a distribution while the investment contract still imposes an exit charge. A transfer between plan vendors is also different from funding an IRA.

Rules to check

CheckRule / published terms
Permitted distribution eventsSeverance, age 59½ and other specified events

The plan may permit distributions for these events. A hardship payment can be permitted by the plan and still be ineligible for rollover.

Receiving accountTraditional or Roth IRA, depending on the source

Pretax amounts moved to a Roth IRA are generally taxable. A designated Roth distribution must stay in a permitted Roth destination.

IRS source· as of
Indirect eligible rollover60 days; generally 20% withholding

A direct rollover avoids mandatory withholding on an eligible rollover distribution. Replacing withheld funds matters if the goal is to roll over the entire gross amount.

2026 employee deferral limit$24,500

Catch-up provisions may change an eligible participant’s allowance. Annual additions and compensation limits are separate; a rollover is not a new salary deferral.

Early-distribution exposureGenerally 10% before age 59½

Exceptions include certain qualifying separations from service. The workplace separation exception does not carry over to withdrawals from an IRA.

The IRS distinguishes certain pre-1987 amounts. Have the administrator identify the account history; do not assume all balances use identical RMD timing.

How it works for this account

  1. Identify the contract and distribution event

Ask the plan administrator which event permits the proposed payout and which vendor holds each balance. Distinguish annuity contracts from mutual-fund custodial accounts, and obtain the rollover notice before deciding how to move money.

  2. Ask the provider about exit terms

Request a written surrender value, any surrender charge and benefits affected by leaving an annuity. Ask the provider rather than applying a generic charge schedule; the investment contract and the tax rollover rules are separate.

  3. Match the tax registrations

Identify pretax and designated Roth balances, then confirm that the receiving custodian accepts each permitted rollover. Untaxed pretax money sent to a Roth IRA generally creates income even when the payment is direct.

  4. Submit direct rollover instructions

Have the administrator or vendor pay the receiving IRA trustee using confirmed account details. A contract exchange within the plan is not the instruction for a rollover out to a self-directed metals IRA.

  5. Reconcile the net payment and purchase

Check the contract exit statement against the IRA receipt, including any provider deductions. Authorize eligible metal and trustee storage only after reviewing purchase pricing, resale terms and how later distributions will be funded.

403(b) to gold without penalty

A valid rollover can avoid current tax and the additional early-distribution tax on the eligible amount. It does not waive an annuity surrender charge. Certain qualifying separation-from-service exceptions available for plan payments do not apply to later IRA withdrawals. The IRS exceptions table and Publication 571’s rollover rules address tax treatment; obtain contract charges from the provider separately.

Account-specific pitfalls to resolve

A hardship withdrawal may be allowed but is not an eligible rollover distribution. Do not confuse a permitted contract exchange or plan-to-plan transfer with an IRA rollover; each has its own conditions. Older account history may affect required distributions, so preserve the vendor’s records rather than combining every contract without review. IRS Publication 571 explains why an account’s label alone is insufficient.

What the change adds and what it costs

A receiving IRA may offer permitted physical bullion beyond the source plan’s choices. Leaving the plan or surrendering an annuity can also remove contract benefits and introduce custody, storage and dealer costs. Investor.gov’s guidance for teachers discusses exit charges and vendor due diligence. Compare the actual surrender value and benefits given up with the receiving arrangement; neither a permitted rollover nor a metal purchase guarantees a better result.

403(b) FAQ

Can a 403(b) annuity be rolled into a gold IRA?

An eligible distribution can be rolled to a permitted IRA destination if the receiving custodian accepts it. Ask the provider whether surrender charges or lost contract benefits affect the amount released.

IRS source· as of
How much is my 403(b) annuity surrender charge?

This page does not establish a charge. Ask the provider for the current contract schedule, surrender value and benefits affected. A tax-free rollover can still involve a contractual exit charge.

investor.gov source· as of
Can I roll over a 403(b) hardship withdrawal?

No. Hardship distributions are not eligible rollover distributions, even when the plan permits the withdrawal. Sending the proceeds to an IRA does not change their classification.

IRS source· as of
Is a 403(b) contract exchange the same as an IRA rollover?

No. An exchange between contracts within a plan and an eligible distribution rolled to an IRA operate under different rules. Confirm the transaction type with the administrator.

IRS source· as of
Does a direct rollover eliminate Roth conversion income?

No. Moving untaxed pretax funds into a Roth IRA generally creates income even if the payment goes directly to the receiving trustee. Designated Roth balances need a permitted Roth destination.
